A Ballarat park plagued with problems has been promised a major makeover to deal with issues that include dangerous mine shafts, vandalism, soil erosion and water contamination. Loved by mountain bike riders, dog walkers and  tourists, users of the Black Hill site are about to find out how the council intends to deal with it. KATE DITCHBURN reports
