Jails crisis: Focus on the causes of crime, say experts

Victoria’s prisons are failing to properly function and are on track to be at full capacity by 2019, according to a report from the Victorian Ombudsman. The report also discovered half of Victoria’s prisoners come from just 6 per cent of the state's postcodes, with the average prisoner unemployed, battling addiction and from a disadvantaged background.
