Melbourne passengers will have free tram travel within the CBD and Docklands from New Year’s Day 2015. The Victorian Government says that regardless of who wins the state election in November, the plan for free travel will go ahead. The big target would be the visitors and would cost $100 million each year. CHANG LIU reports.
